How to block Upload and download whatsapp activity in Virtual desktop machines.

We have already attempted to create a policy based on Cloud app, Custom app, and Category, but we are still unable to block upload/download activities on WhatsApp using the PAC file on the WVD machine.

Any suggestion much appreciated.
