with an inline solution that is steering all traffic to the swg. Is there any controls that can be put in place of FTP(TCP 21)traffic? DLP? Malware? etc..

If you steer all traffic to the NS Cloud, then you can control ftp traffic by using CFW. For more details:Â https://docs.netskope.com/en/netskope-help/data-security/netskope-cloud-firewall/
