If such a restriction exists, could you please advise which specific Netskope logs should be reviewed to verify whether the Mac laptop's access is being blocked or restricted on public Wi-Fi?

There is no such restriction that I am aware of.
There is no practical way that I am aware of to distinguish between private or public wireless network besides maybe lack of a password.
